Verizon Novatel 7730L with ATT Ipad SIM

I have been fighting with ATT for a while now. I switched to ATT to get the free data for DirectvNow which I subscribe to.
The phone works OK, but I have a Verizon iPad that I activated as a $20 addon unlimited to get the streaming off my phone.
That works as long as I want to watch tv on the Ipad which I don't. I activated it to use the hotspot but they disabled that on the iPad last month, to get it my bill would nearly double. Heh. ATT giveth, and ATT taketh away.
I talked to them on the phone and got nowhere. Heck, I switched to ATT to do this. That was the whole reason. I was paying less than half what I am not, and 1/4 of what they now want me to pay.
So I have a Verizon Mifi 7730L. I stuck the iPad sim in it.
I set the APN to pta, it says connected to ATT 3g but no internet.
I set the APN to NXTGENPHONE, it says connected to ATT 3G but no internet.
It should work 4G with carrier aggregation, which is why I got the 7730L
But it doesn't.
Can anyone help? What am I doing wrong?
