Can't access setup pages...

Hello.

I have a new Cradlepoint 1100 router and can't seem to access the setup page. I have no intention of subscribing to NetCloud manager, so I am using the direct to computer ethernet cable method. No joy on any browser.

I do not yet have a sim card installed. My question is...do I need to have a sim card installed before it will allow me access to the device's setup page?

Any ideas or suggestions?
