EM7511 under ROOter

I have a EM7511 with an AT&T SIM. The SIM's ICCID is bound to the IMEI of the card (found by querying the modem under Windows). The W10 Sierra drivers have been installed, W10 recognizes the card and the AT&T SIM, but can't get a connection.
I tried plugging in the EM7511 the modem under ROOTer (APN "broadband"), but it says "modem not present" (powered by both USB 3.0 and micro USB). When I replaced the EM7511 by an Alcatel Linkzone Hotspot via USB 3.0, ROOTer works fine, showing the Alcatel running as Hostless/Phone.
Is there a specific driver or setting I need to load on ROOTer for it to see the EM7511 card? Thanks.
