Maximizing 4G/5G signal performance - Transmit Power?

I have seen AT commands that can adjust the transmit power per band from 21 to 24.5 dBm
Quectel describes setting the value up to a max of 24.5 dBm per band.
Telit described the setting as the max value for the band.
What is the default level? Is it already set to max?
Is this feature blocked?
Any fertile ground here?
Sadly, I have not decided on a module yet, so I can not try it.
