I uninstalled and reinstalled the driver. Here are screenshots from the entries under Device Manager's

The modem works. I can upload and download data, so I think the driver is working. Also, the menus in Device Manager show the Diagnostic interface as functioning properly.

That's what I'm saying. Driver is still installed from months ago. Device still works. But adb won't connect to it.

These devices are set to show values of the carrier they are locked to, for instance, the data counter, it does not count data itself instead it query's the carrier for data use, I dont know this for sure on this model but I assume the ip and such are in a similar fashion, thus it works on AT&T...

I installed a minimal toolkit from xda-developers.com . I copied the .ini file you provided (thanks) to the Android and adb folders.

I don't know anything about the routers affiliated with this company, but if you can choose the VPN protocol and you want speed, try to use Wireguard. The speed differences are big. Sometimes huge.

In case you can use it, here is the AT Command Reference Guide for the USB730l.

I know there are sometimes risks if you use the wrong AT command, but hopefully, this might still help.
