CA is entirely controlled by the carrier, but you can limit your modem to only certain bands, but if they aren't available on the tower side theres nothing you can do about that.

What antennas are you using? Lots of variables here.
Are you testing over wifi to the WE826? If so, plug in an ethernet cable and try tests again.

Band 13 is probably congested later in the day, cause its around 700mhz and in rural areas is heavily used due to obstructions. What external antennas do you have, and are you using Verizon? It's pretty rare to see a cell that only has B13, but I did have that on a tower from my house for a few year...

This is all very specific to your location, distance from the tower, weather, etc, etc. A lot of factors.

That is a bit odd. I had this issue with Band 4 and Band 66 (used by Verizon) having the same bitmask when I created the special band lock, so it thought it was the same.
Are you sure you created band lock that allows both, or is possible it sees band 2 and 4 as the same band so it won't do CA?

I would recommend trying some external antennas and see what happens if you are serious about getting a better connection at your cabin. Those little omni antennas are nearly worthless to be honest.

I would live boot Linux off a USB stick. It'll be much easier in Linux to see if the modem is bad or not. You can easily send AT commands to it with basic Linux tools to see if the modem is still good or not.
