I often wonder why people bother with POE instead of simply running a wire for 120vAC along with the ethernet cable. These things do not have high amp draws so you could get away with small gauge electrical wire (depending on total run). 3 amps at 12V is only .3amps at 120V.

One other thing comes to my mind about Ubuntu. I read somewhere that crazy long ping times when using a cellular modem through Ubuntu. You might do some searching to see if something pops up. Perhaps over on the Ubuntu forum you can ask. That is if the problems is not with your connection to AT&T.

I am not an expert. However it sounds like either your signal strength is poor (you are getting LTE?)or you are being throttled due to using up your hotspot data allotment.

Should not need any TTL settings since you are on a data only plan and not a phone plan. People that use custom TTL settings are doing so to trick the carrier into not seeing your activity as hotspot usage (limited data)or as other than being a phone. I am fairly certain there is no log of which bands/towers you are connected to and if they switch, or changing signal strength. For those all you can do is check and compare to previous times you have checked.

I am by no means an expert, but based on how you describe the issue I would suspect the problem lies with Verizon and not your setup. You proved it works in one location but not another. So if your signal strength is good at the new location the only thing else it could be is Verizon kicking you off.
