The WE1326 is not a bad unit. The only issue is that is has built in LTE antennas which makes it difficult to use external antennas.

I usually see this happen on updating the firmware when all the COM port drivers have not had time to load. Try unplugging the modem, and wait a few seconds and plug it back in. then, just forget about it for 10 minutes or so, then try flashing it again. Also, it never hurts to reload the Sierra sof...

How much time did you give the modem to reset to OEM after entering the code? It takes a minute for it to work. If it does not return anything within a minute, enter the code a second time. Then, just give it a few.

If it worked on the bench and not in the enclosure, I would lean towards a power issue, or lack thereof.

This is what I would try. Go to SYSTEM > BACKUP/FLASH FIRMWARE RESTORE > RESET TO DEFAULTS. Once it came back on line, I would set the APN and the Time Zone. They do look better and are showing the secondary carriers for CA which appear to get a lot better signals than the Band 66 the modem is camped out on.
What band is your phone using?
You may also want to create a set of custom bands that does not include Band 66 and try them.

If I understand you correctly, you are trying to assign WAN (eth0.2) a static IP address?
Since it shows MBIM assigned to that interface, I assume it is the LTE interface? If so, do you have a static IP address on your cellular plan.

As Jim mentioned in his previous post, the network cannot see the router. The router cannot look like a phone IMEI since it is the modem that has the IMEI and not the router.
