Please could you explain why the Dev Kit cannot be used as a router?

Also is the Dev Kit WiFi enabled?

I am trying to find out if the Sierra Wireless cards can be used to drive a MIMO WiFi router. I am not very technically minded but I have taken a look at the SW dev kit and seen that it has 5 SMA connectors and a place for the card:
