I believe after everything I have done, I think its a conflict with the Quectel Modem and the T-mobile towers. It's not explicitly the Quectel Modems, I had the same problem with the Sierra wireless em7565. My guess is something in the software that controls the modem. Need to do some more digging....

Setting protocol type to ipv4 and enabling connection monitoring seemingly fixed the problem for me. I'm also on a postpaid phone sim.

Long answer is you'd need a custom QOS script compatible with whatever software your router is running. So unless you're well versed in scripting it's not going to be easy.
