At the top is fine, just be sure to weatherproof all threaded connections exposed to the elements really well. He was correct that the arresters do not stop static electricity. I'm unfamiliar how the proxicast antennas are constructed so can't comment about the ground shielding in the lmr400 protect...

Your problem is the b12 being only 5 mhz. That's the lowest possible and why I only recommend modems with 3 CA such as the Em7565. But it also depends on what the tower offers. U may want to check cellmapper.net to see bands available.
