I purchased an RM520N-GL(AP) variant before I knew the difference between AA and AP. RM520N-GLAA supports USB and PCIe. RM520N-GLAP supports only PCIe. Well, yes and no. While the device limit is 15 for the hotspot itself, that's not a limitation on the plan. Just a follow up on this. I gave up and bought a Dell DW5811E / EM7455 to replace the em12-g. It is not as fast but but cost a lot less and works perfectly with my existing setup.

Not sure what you mean with the TTL setting. Are you referring to this screen?

I find running a continuous ping against 192.168.1.1 is a good way to know when to release the reset button in step 7. Release as soon as there is a ping response from 192.168.1.1.
